Judge Smith attended the Federal Bar Association’s 43rd Annual American Indian Law Conference as a speaker on the panel titled, “The Indian Civil Rights Act at 50: The intersection of Individual Civil Rights, Human Rights and Tribal Sovereignty.” She discussed her work to improve the Wind River Tribal Court and some of the challenges in working under the ICRA which is codified in the Shoshone and Arapaho Law and Order Code that the Tribal Court is bound by. She also discussed some of the opportunities the Court is looking forward to including exercising Special Domestic Violence Jurisdiction over non-Indians who commit crimes of domestic violence against their Indian partners on the reservation.
